Once I get my smart board installed, I should be able to do this one. I would like to use google Earth more, too.

Have you tried GIS? Go to ESRI.com (lower case I believe). Have the
students focus on the crumbling infrastructure. i.e., water, sewer,
bridges, utilization, population demographics, neighborhood demographics,
school demographics. Try and get a hold of topo maps for your area (a
class set should do plus 4 for mishaps. Students will have to determine
the cost benefit analysis of each segment YOU decide you want to go to.
