Did you notice what was happening inside the circles A and B? The tulip gardens inside A are emerging. They are located somewhere between latitudes 50 and 55°N. Gardens inside A are both on the coast and inland.

None of the tulip gardens inside circle B have emerged. They are located at around 45°N latitude.

The gardens on the East coast (B) are further south of the gardens on the West coast (A).

Looking at latitude alone doesn't give us enough information to predict when gardens will emerge.
